"The Truth involves new characters as major characters, with hitherto major characters as minor characters. The Truth is a newspaper novel, and you always have to have the cops in a newspaper novel. So you see Vimes, but from someone else's point of view. Now, we know Vimes, and what a good lad he is, etc., yay. But seen from other people's points of view, and they might have different opinions of what civil liberties actually involve."
