One proceeds by making deals and alliances with neighbours - no one person is strong enough to do anything on their own at the start. You then write down what you're going to do - the orders are compared and a set of rules are applied to interpret them. This is where you find out if you've been backstabbed. The beauty of it is that you have to renege on some deals, but if you renege on too many deals then nobody will trust you and you'll be beaten.
